Hosting of Asbestos Register
A commercial property owner has a duty to ensure that information relating to where asbestos is suspected or has been found in his building is given to all those who may disturb the materials during normal occupation and/or during the undertaking of any type of construction activity.
This presents many problems for the duty holders under the regulations. The biggest problem is in the provision/sharing of current and meaningful data that can be easily understood by building users and by relevant trades people and professionals.
An asbestos survey is often the starting point for preparing an asbestos register. However, a survey may have access limitations and the type of survey that has been undertaken may not provide the building users with information relating to all the asbestos within the building. There may also be a number of asbestos surveys that have been provided over many years.
As such, training in accordance with Regulation 10 of the Control of Asbestos Regulations 2012 should be undertaken, this should assist in giving all parties the base understanding of how to use the data held within an asbestos register and the limitations therein.
As part of a client’s Asbestos Management Plan there will be the formation of an Asbestos Register to show where asbestos is within a building and this will need to be a “live” document, perhaps version controlled, and updated each and every time there is a change in the condition, an inspection of the material, remedial works are undertaken or there is an additional survey following a requirement for construction activity.
In its simplest form the asbestos register could be held as an excel spreadsheet with data extracted from many different asbestos surveys, all of which would need to be assessed for suitability. This version would need a competent person to manage it and a rigorous and often complicated updating process to ensure compliance.
